Information on the General Product Safety Regulation (GPSR)

January 9, 2025

On December 13, 2024, the General Product Safety Regulation [GPSR, Regulation (EU) 2023/988] came into effect. Its aim is to ensure the sale of safe products to buyers in the European Union (EU) and Northern Ireland. It covers both new and used products and requires specific manufacturer and safety information for listings offered in the EU.

Please note that we cannot offer legal advice. The information provided here is for general guidance only. For specific advice on how to apply the General Product Safety Regulation in your individual case, we recommend that you contact a specialist lawyer.

What information is required?

You must add the following information to your listings in order to meet the requirements of the regulation:

Name and contact details of the manufacturer

If the manufacturer is not established in the EU or Northern Ireland: a responsible person or body in the EU

Information that serves to identify the product; at least one image of the product and its type (e.g., watch)

Relevant safety instructions and warnings for safe use and disposal (these can be found on the product inserts or packaging, for example)

Why does Chrono24 need this data?

As part of the European General Product Safety Regulation [GPSR, Regulation (EU) 2023/988], we are required to collect some additional information that is displayed to consumers on the product detail page of your listings.

Does this regulation also apply to me if I am not selling from the EU?

Yes, dealers outside the EU are also affected by this regulation. The countries in which the listed item is offered are the determining factor.

Where can I find the information I need?

The required information can be found on the product, the packaging, or in the accompanying documents. If something is missing, please contact the manufacturer.

What if the manufacturer does not respond?

Look for the contact information on the manufacturer’s official website or an authorized website. Alternatively, you can contact the manufacturer’s sales department.

Who is considered the responsible person or body?

The responsibility for product safety lies with a contact person or organization based in the EU. It deals with safety issues relating to products sold in the European Economic Community (EEA). This person needs to be easy to contact, either by email or post. These include:

  • The manufacturer itself, if based in the EU
  • An importer in the EU if the manufacturer is not based in the EU
  • An authorized representative established in the EU who has received a written mandate from the manufacturer to carry out the specified tasks on behalf of the manufacturer
  • A fulfillment service provider established in the European Union (for products handled by it) if neither the manufacturer, the importer, nor an authorized representative is established in the EU

How do you identify the responsible party in the EU?

You can ask the manufacturer or upstream supplier for the responsible person or entity. Manufacturers or brand owners outside the EU can designate a subsidiary or an importer in the EU as the responsible person.

Does the regulation also apply to existing listings?

For listings with multiple availability times, items purchased before December 13, 2024 are not affected by this regulation. However, if you are listing a newer item, you must include the above information in the listing.

To be on the safe side, you can add GPSR-related information to existing listings, even if they were created before December 13, 2024 and contain older items.

How is this information used?

All the necessary information is displayed on the detail page of your listings so that the authorities and Chrono24 users can ask questions about product safety.
